There are units available that can do this but you can construct your own with 3 Double Pole Double Throw relays.

This also gives a hazard function if you fit another switch.

The existing turn switch feeds the trafficators. These wires are intercepted by the poles of the relay energised by the new hazard switch. When hazard is on, power is fed to both sides of flashers.

Additional wires from the turn switch poles feed the armatures of two relays. One pole of each of these relays intercepts the feed from the stop switch to the rear stop lamps. So, if the indicators are not on, the stop lamps light when the foot brake is depressed.
If the indicator switch is on, the stop lamps are fed from the output of the indicator flasher unit. Note that only one indicator relay will be energised unless the hazard switch is on.

The rear stop/turn light that is not indicating will come on if the brake pedal is depressed.
