Due to a few incursions by objectionable elements the forum now requires activation of membership by the forum administrator who will insist on a valid reason for joining the forum. Clearly there will be a delay for admin to pick up the request, ask for a valid reason, receive the reply and activate the account. Since we are about to encourage JowettJuniors to the forum this was thought necessary.

Couldn't agree more, and well done for spotting the latest 'objectionable elements' and removing them so quickly. A little delay in being able to register on the forum site won't harm bone fide applicants. Tony.

The simplest way to get around the objectional posts is remove permissions in the Admin CP for guests to post...one has to be a member to post.
The objectional bots that post as guest . althu the have a user name are not members and do not have the abilty to actually join.
This is how web sites get around this sort of activity.

Also setting in Admin CP so prospective members must enter a real email to send the confirmation link to conplete registration as extra security.

These are std pracice for for forums regardless of the CMS used.

Both the configuration changes you mention have been in force for months. However, this week has seen the first objectionable post from a person who has taken the trouble to follow the complex procedure of entering a code and responding to the activation email. Since that was not enough admin now insist on a valid reason. Of course, such a person could still con the admin.
Ban control on certain domains and any objectionable email addresses has also been in force for months.
If all else fails moderation of all posts will have to be put in place; but that should not be necessary.
I had thought of employing an agency to track down perpetrators and eliminate them with polonium!
