Choke problems

For about a year my Javelin has been giving starting problems. At first it was a leaky joint on carb body. Cured with a replacement. Then the mechanical pump decided to leak - cured with a rebuild, although an electric pump was trialed. Anyway turned out choke cable was unravelling, so I bought a replacement universal choke cable and installed it. Now after much fiddling, cursing etc, I find that with choke knob pulled out, I can get choke butterflies to almost close, but then when knob pushed home, the flaps are at about 45 deg. They really should be almost vertical when viewed down the tubes. No way can I get the flaps to be correct in either position of the choke knob. I have also adjusted the short wires from rod at back of rad to carb body. Tried all manner of positions but no real joy. There seems not to be sufficient leverage for carb arms to close or fully open.
Any body got any ideas?
